The version available from the main site won't run on Tiger. There's source for the unofficial b14 version of 2.0 in the Sourceforge SVN, but I have no idea if it will compile, if its stable, etc. The FAQs say that 2.0 work was halted and all development has been transferred to a 3.0 version (presumably being coded for Intel compat.), and there's SVN structure for 3.0 as well--but again, it's hard to tell what the state of the project is. The SF forums are empty, the Electrotap forum is linkdead.... Is this project alive?
